Unlocking The Kortz Center Heist means buying real estate first — there is no free entry point into this heist.
To unlock the Kortz Center Heist, you need to own a Prix Luxury Mansion and have purchased the Art Studio through Prix Luxury Real Estate on Eyefind. Both purchases are required before the heist becomes available — the Art Studio itself is what houses the Planning Board you use to launch Prep Missions.
GameRant reports the cheapest Prix Luxury Mansion costs around $11,500,000, and the Art Studio add-on runs about $4,700,000 on top of that. Starting completely from zero — no mansion, no studio — puts the total cost of unlocking the Kortz Center Heist at roughly $16.2 million.

Where the Art Studio sits
The Art Studio is located on Basement Level 2 of your Prix Luxury Mansion. Once it's built, you need to register as a Boss inside the Art Studio to access the Planning Board — that's the interface used to launch Prep Missions for the Kortz Center Heist.
If you already own a qualifying mansion, your remaining cost to unlock the Kortz Center Heist is just the Art Studio purchase. Players starting from nothing should budget for both the mansion and the studio before attempting their first Scope Out.
